By definition a terrorist is someone who uses calculated violence or the threat of violence to inculcate fear.
Terrorism is intended to coerce or intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.
If you were to read Ned’s infamous Jerilderie Letter you’d be hard pressed to say he wasn’t openly threatening great violence against the police or any civilians opposing him.
